Brady Scott – Partner

Brady Scott has spent most of his career in tribal economic development and senior executive management. His early career in accounting and finance led him to his role in gaming regulation and casino management for his own tribe, the Coquilles, in North Bend Oregon. During his tenure as CEO of the Coquille tribe’s development corporation he was also appointed by Oregon’s governor to serve as a commissioner for the Oregon International Port of Coos Bay.

Brady also serves as a director on the board of Craft 3, the Pacific Northwest’s most successful Community Development Financial Institution. His experience in successful business start-ups in addition to gaming and hospitality includes telecommunications, senior care, agriculture and self-funded health insurance. His most recent executive leadership role is in development of his tribe’s 8a government contracting business.

Brady earned a B.S. in Business and Economics from Western Oregon University. In 2004, he was named Oregon Business Magazine’s CEO of the month.

Tyler Moore – Partner

Tyler has an extensive background in managing benefits for Native American Tribes. He consults on many self-funded plans and continues to work with Tribal Organizations on their unique benefit needs. Tyler is also responsible for sales and marketing in the benefit arena.

Tyler has worked in the employee benefit field since 1999 and has extensive experience in managing self-insured health plans, including underwriting and stop loss placement. He began his career with Marsh/Mercer and was a Consultant there for 8 years. Tyler then spent 6 years at Shasta Administrative Services, a third party administrator specializing in tribal self-funded plans.  At Shasta, Tyler was the Marketing Manager where he was responsible for the growth and retention of Shasta’s business.

Tyler earned a Bachelor of Science in Economics from Eastern Oregon University. He is a licensed life and health consultant and holds the Health Insurance Association (HIA) designation.

Tyler lives in Powell Butte, OR with his wife, Sarah, and children, Laney and Asher. He enjoys roping and hunting.

Karen Knight – Partner

Karen’s expertise is in Tribal health revenue cycle and IHS Funding Agreement. She strives to empower Tribes to become more financially independent and self-sufficient while developing a strong health system to improve health outcomes.

Karen’s career experience includes management of large health systems, including hospitals and clinics, in both Tribal and private sector.  Karen achieved excellent results working for the OU Health Science Center, Muscogee Creek Nation, and United Healthcare.  Karen served on the Oklahoma Trauma Board and was elected Treasurer for 8 years. She also served on Congressman Mullin’s Tribal Opioid Task Force in addition to OSU OKC Advisory Board to increase Native student enrollment.

Karen earned a B.S. in Healthcare Administration and a masters in Indigenous People Law from OU College of Law.  She is certified by HFMA as CHFP, CRCR, and CSMC.

With proven results, she offers Tribes assistance with insurance provider contract negotiations, fee schedule/charge master review, disaster preparedness, quality initiatives, certifications, premium sponsorship for Medicare, culturally sensitive staff trainings, Insurance 101, claims error reductions, best practices, and IHS Funding Agreements.

Pam Knell – Chief Financial Officer

For over 30 years, Pam has spent her career in administration, accounting, office management, auditing, bookkeeping, and most recently medical coding.  Pam manages all administrative operations in the day-to-day running of Face Rock. She is detail orientated, fast working and can help guide you in all areas of the company.

Pam loves helping Native American Tribes save money as well as training employees to become more proficient in their daily processes like enrollments, billing, coding, and coordinating workflows.

Pam grew up on the southern Oregon coast, just 25 miles from Face Rock. She earned a Bachelor of Science (BS), Business Administration (Marketing and Management) from the University of Portland and is also a Licensed Certified Professional Coder (CPC).  She has two grown children and lives in Vancouver, Washington with her husband Leland.  She enjoys cooking, wine, and sports.

 

Sooner Davenport – Account Manager

Sooner has dedicated herself to advancing the quality of life for Tribes and their communities. She has worked at the Tribal, state, and federal levels for Tribes, the National Indian Health Board in Washington, D.C., and the Southern Plains Tribal Health Board in Oklahoma City, OK. Her career includes executive management responsibilities, service to Tribal leaders and national health officials as a technical advisor to various federal advisory committees, Congressional lobbying, strategic planning, project coordination, and even software product management.

Sooner has engaged in policy analysis, research, and advocacy throughout Indian Country. She understands that Tribal communities are deeply affected by the federal government’s understanding of their Trust Responsibility to Tribes. She has extensive experience coordinating activities designed to improve the quality of care for patients in the Indian health system, worked on public health infrastructure and services development, developed Tribal data coordination and management strategies, and addressed behavioral health and health workforce issues.

In 2024, Sooner became the first Native elected to serve on the Executive Board for the Council of State and Territorial Epidemiologists. She has earned a Masters in Tribal Administration and Governance from the University of Minnesota-Duluth, a Master of Science in Healthcare Information Management from Southwestern Oklahoma State University, and a B.A. in Political Science from Oklahoma City University. She is a proud enrollee of the Apache Tribe of Oklahoma, with Kiowa and Navajo affiliations – born for the Tłááschí’í clan of the Diné.
